Missing or incomplete telemetry is labelled insufficient data and is never represented as zero errors or 100% uptime. Metrics are collected in an in-memory rolling window and reset on each deploy until a durable store and a 30-day baseline exist. See the Reliability & Transparency Plan for methodology.
